Two projects and constructions were inaugurated and inaugurated on the evening of September 27, including: The project to invest in building the intersection between Nguyen Van Linh street, National Highway 1A, and the North-South railway; The Festival Axis and Times Square project. Previously, on the afternoon of September 27, the Provincial Party Committee, People's Council, People's Committee, and the Vietnam Fatherland Front Committee of the province organized a ribbon-cutting ceremony to inaugurate and inaugurate the Phu Thu Intersection construction project and the connecting road in Ha Nam ward.

Speaking at the ceremony, Mr. Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Ninh Binh Provincial People's Committee, stated that the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee of Ha Nam province have in recent times focused on planning and mobilizing resources, promoting the construction of synchronous infrastructure, especially regional and inter-regional transport infrastructure, while attracting investment and promoting modern urban development; creating an important foundation for socio-economic development.
The Phu Thu Intersection project and the intersection between 150m road and National Highway 1A, the North-South railway are key transport projects, strategically important for synchronous and continuous traffic connection, ensuring the connection of the North-South Expressway with Ring Road 3 - Capital Region, strengthening regional connectivity, meeting the transport demands of the province and neighboring provinces, synchronously connecting the external transport system in the region.

Notably, at the ceremony, Ninh Binh provincial leaders highly appreciated the Festival Axis and Time Square project invested by Sun Group Corporation. “ This is a strategic project, located within a modern, synchronized national-scale urban area, a symbol of the province's strong rise in the new era. In just over 06 months of construction, the Festival Axis and Time Square have been completed, bringing a large-scale and high-class cultural and entertainment space to residents and visitors. The project is not just a simple infrastructure item, but also a unique architectural artwork, a place where tradition and modernity intersect. Along with the modern water music system, Sun World Ha Nam Water Park, the music and art show, and the fireworks festival have turned this place into a vibrant entertainment "hotspot", a nighttime entertainment hub for the entire region.

Speaking at the ceremony, Mr. Nguyen Quang Huy - Chairman of Sun Group Northern Region expressed his expectations: "Along with a series of large-scale infrastructure projects that have been and are about to be commenced in Ninh Binh, the Festival Axis and Times Square project will be a strong lever, boosting Ninh Binh's strong growth, contributing to creating a new appearance and stature for the province in the period after the merger of 3 localities. In particular, this will also be a great driving force to help the heritage land achieve challenging goals, becoming a centrally-governed city by 2035".
It is known that, the project to build the intersection between Nguyen Van Linh street, QL1A, and the North-South Railway has a total investment of 143.52 billion VND from the local budget and other legal capital sources. This project is of extremely important significance, not only gradually completing the urban technical infrastructure according to the general planning and the 1/2000 detailed planning of the North Chau Giang Urban Area that has been approved, but also ensuring the requirement for synchronous connection of the transportation system in the area, contributing to creating a driving force for local socio-economic development.

Along with that is the Festival Axis and Time Square project, invested and built by Sun Group Corporation, constructed and completed in just over 6 months (from October 2024 to April 30, 2025). This is considered a symbolic project for the strong rise, dynamic development, and new look of Ha Nam in particular and Ninh Binh province in general.
The Festival Avenue Axis project stretches 1.5 km long and 150m wide, with a prominent highlight being Time Square featuring the giant Doi Tam Drum symbol, 32m high and 20m in diameter. The drum body is impressive with traditional cultural heritage motifs on the original Doi Tam drum surface, which is a National Intangible Cultural Heritage of (former) Ha Nam, recreating stories rich in culture, the life, and the beauty of labor of Vietnamese people…

Around the Doi Tam drum is a modern water music stage system, the longest in Vietnam with a length of 1.6km, featuring 5280 sprinklers and 3174 LED lights, 664 submersible pumps with capacities from 2.2 – 110kw, programmed to create a unique artistic "concerto", elegantly combining music, water, and light.
From its preliminary completion in late 2024, the Festival Axis and Times Square has become a hub for high-class and vibrant entertainment throughout the summer in Ha Nam (Ninh Binh), hosting a series of attractive cultural and artistic events, Vui Fest night market, activities, and especially spectacular fireworks and water music shows every weekend, breathing new life into the area at night.
Especially, the Festival Axis and Times Square is also considered an impressive starting point for exploring the festival park - one of 5 major parks within the resort metropolis Sun Urban City (Ha Nam ward). After exploring the unique culture along the festival avenue and Times Square, residents and visitors can relax in the lush green spaces of the internal gardens: Dai Hoang, Kim Bang, Dien Vien, discover iconic structures that deeply embody the region's cultural identity such as Long Kieu Bridge, Kim Long Bridge, Kim Tien Bridge, Cong Chuong promenade, or rest at the Thuong Quan restaurant chain, Ngu Vo Cafe, impressively designed in a rural village style, featuring images of banyan trees, wharves, and communal courtyards, or replicating local famous landmarks.

Through two acts: "Sacred Land" and "Radiant Vietnam", the program recreates the natural beauty and culture of the land of Ninh Binh, Ha Nam, praising the beauty of the S-shaped country through performances such as: "Legend of Trang An", "Ninh Binh Day Returns", “Tam Chuc - Sacred Land”, “Golden Forests, Silver Seas”, “Ha Nam Calls the Sun”… The program also conveys feelings of national pride, love for the homeland and country, and faith in a prosperous future for Vietnam with attractive songs and performances. The ceremony concluded with a brilliant high-altitude fireworks display, leaving a deep impression on the audience and guests about a bright, prosperous future for the new Ninh Binh.
