1. APEC 2027: Breakthrough Opportunity and Demand for "Lightning-Fast" Progress in Phu Quoc
APEC 2027 is identified as the most important foreign affairs task for An Giang province in the upcoming period. Hosting the Summit in Phu Quoc special zone is not only a political responsibility but also opens up a rare opportunity for the locality to upgrade infrastructure, renovate urban areas, and build an international destination image. Therefore, the province requires all projects serving APEC to be completed three to six months before the event to ensure the highest quality and readiness.

In a meeting on November 21 in Phu Quoc, Secretary of the An Giang Provincial Party Committee Nguyen Tien Hai emphasized the large workload while time is running out. However, by November, most investment procedures for key projects were basically completed, including the expansion of Phu Quoc International Airport, the construction of the APEC Convention Center and the Press Center. The Provincial People's Committee was asked to quickly handle the remaining procedures and immediately implement the next phases to maintain the schedule.
One of the important requirements is to resolve procedural bottlenecks, monitor detailed progress, and disburse funds according to the plan. Land clearance is carried out cautiously and in accordance with regulations, while simultaneously promoting communication to create consensus among the people. Communication is deployed in a comprehensive campaign approach before, during, and after APEC, instead of fragmented forms.
The locality also focuses on urban embellishment: prioritizing drainage infrastructure and wastewater treatment; encouraging people to participate in building model neighborhoods, embellishing facades, planting trees, and complying with business regulations. Land management and construction order are tightened, with responsibility assigned to grassroots forces to detect and handle violations early.
2. How many key projects are serving APEC 2027?
According to the An Giang Provincial People's Committee, the locality is currently implementing a total of 21 key projects, divided into two groups:
Group 1: 10 public investment projects
Among these, 9 urgent projects have been approved for investment, contractors selected, and are currently being implemented. The total capital allocated for 2025 is nearly 4,297 billion VND, including over 2,750 billion VND from the Central budget and over 1,545 billion VND from the local budget. As of November 17, the disbursed amount reached over 1,666 billion VND.

The Duong Dong 2 Water Reservoir Project – an important component – has been approved for adjustment of the 1/2000 scale detailed planning. The Urban Electric Train Line Project Section 1 has also been approved by the Provincial People's Council for investment policy with a capital structure of 70% state and 30% investors.
Group 2: 11 PPP and business investment projects
In this group, 7 projects have selected investors, while the remaining 4 projects are completing the selection procedures.
In addition, planning work – an important foundation for APEC implementation – has been synchronously completed by An Giang: adjusting the Planning of Kien Giang province 2021–2030, vision to 2050; adjusting the General Planning of Phu Quoc Special Economic Zone until 2040 to add 23 locations serving APEC and long-term development.

On September 24th, the province organized the groundbreaking ceremony for 10 projects to serve APEC 2027. The remaining projects will complete procedures and be simultaneously commenced in November 2025. Among them, Phu Quoc International Airport – a key project – is being constructed by Sun Group ahead of schedule.
Overall, the simultaneous implementation of 21 key projects along with the decisive involvement of the entire political system and community shows the great determination of An Giang province in making Phu Quoc the focal point of APEC 2027. These projects will not only serve an international event but also create a sustainable development foundation for Phu Quoc for decades to come.
